No matter what I do my CDS comes out at about 1,000 ppm, and it tastes a bit funny

I also noticed a couple of things: 1. I can never seem to end with shot glass liquid as light in colour as clip jar liquid. Always appears a bit darker and bit more orange (a little less yellow) in the shot glass after each stage, verses the clip jar solution. 2. I keep the leftovers from shot glass in a sealed glass bottle in the fridge and have noticed when that settles in the bottle it appears to have cloudy white stuff in the transparent yellow liquid and if I shake the bottle a little the whole solution in that bottle goes cloudy. I wonder does even this sound normal.

Okay, you are following my shot-glass and double-infusion method of making CDS that I posted 7 December 2015 on mmsinfo.org
Assuming the receiver is not leaking out too much CLO2 gas, you should be making 3000 ppm CDS.
If you are using 0-500 ppm CLO2 test strips, add 1ml of CDS to 59ml of water for testing. See instructions here:

I leave my CDS to activate until the shot glass liquid is equal in color to the container liquid so as to get the most out of it, but it does take longer.
Also, if you aren't already, you might want to use distilled water to make CDS.
