CDs strength only 500ppm after 2 runs

we have sourced some 25%sodium choride and 4% hydrochloric acid solutions.
We then followed Andres kalcker instructions how to make it, with 5ml of both substances for 12 hours X 2.
First run our solution was at 500ppm, when it was meant to be closer to 3000ppm.
Second attempt we increased to 10ml of both for 12 hours X2 and still we were not much over the 500ppm.
Does anyone have any advice if something may be wrong or.if the product is just not good.

How are you measuring CLO2 PPM?
You should be diluting a 1ml test sample in 59ml of water. If you have 3000ppm CDS, the color match will be at the 50ppm color on the test strip container. Multiply 50 x 60 = 3000ppm.

I no longer have issues making weak or bitter tasting CDS concentrate.
