Strong chlorine Smell?

I purchased a kit that has the chlorine dioxide and activator in it.  
i made the ear protocol which called for MMS1 & 1 oz of distilled water.  I have not used it yet as the smell was quite strong and I was concerned I didn't make it correct.  
When I went into the room I am storing it in, I could smell it very strong.
Is this normal?  Should I be concerned?
